Subject : - Submission of Audit Certificate for 2009-2010 and request for fund etc.
Sir,
I am sending herewith a copy of Audit Certificate against expenditure of 50 no’s of Biogas Plant installation for the year 2009-2010 from State Nodal Agency, Mizoram State for your kind information and necessary action.
2) With reference to your letter No. 5- 38/ 2010 – B E of 31st May, 2010, Rs.16, 70,000/- (Rupees Sixteen lakh and seventy thousand) only has been received and utilized. Till Aug, 31st 2010, 47 units of 4 cum size KVIC Model have been installed randomly throughout Mizoram State. (List of beneficiary has already been furnished to the Ministry and can be viewed at Departmental web site).
During Sept, 2010 material distribution has been completed for 31 units and construction / installation work is in progress. It will be reflected in the Sept, 2010 monthly progress report.
3) Further, Sir, as processing of funds takes a long procedure in the Government which need to be routed through Finance Department, Government of Mizoram, I am requesting the Ministry to release the 2nd installment for installation of 100 units of Biogas Plant for 2010-2011 to enable the State Nodal Agency to complete the installation work well before the end of March, 2011.
4) Sir, I have the honour to state that with the efforts rendered and publication of achievement during 2009-2010 NBMMP in Mizoram is in good progress with increasing demand for new instillation particularly to the farmers located at remote villages where Liquid Petroleum Gas supply cannot reach. Again, it greatly aware and help the public in the conservation of Natural Forest and Control of Environmental pollution. In this regards, short duration (27 min) film of KVIC Model Biogas Plant installation was made in collaboration with Doordarshan Kendra, Aizawl which was already aired 3 times in DDK Programme till date with a good feed back.
Again, 2 no’s of advertisement board 4.6 x 10 ft banner which was displayed at every farmer meet as well as Departmental functions that has a great impact to the public in knowing the importance of Renewable Energy .
5) In view of all the above, I am sending herewith a proposal for 300 units of
4cum size KVIC Model for the year 2011-2012 for your kind information and necessary action.
ESTIMATED AMOUNT OF FUNDS FOR THE YEAR 2011-2012
1. Construction and Installation of 300 units (50% CSS) = Rs. 50, 10,000.00
@ Rs.16700 per unit
2. Repair of non- functional plants 150 units = Rs. 22, 50,000.00
@ Rs.15000 per unit (* 1)
3. Publicity = Rs. 50,000.00
Grand Total= Rs. 73, 10,000.00
(Rupees Seventy three lakhs ten thousand) only.
* 1. It is well known that KVIC Model drum made of Galvanized Iron ( 14 gauge) tend to get rusted and damage after 7-8 years of use due to constant attachment of iron drum with cow dung and soil. The Biogas plant will be in full function if funds are available for replacement of Gas Holder drum. For this the Ministry is requested to release fund @ 100 % to revive the old non- functional plants.
