AN ORGANISATIONAL SET UP OF THE ANIMAL HUSBANDRY AND VETERINARY DEPARTMENT
Animal Husbandry and Veterinary Department is one of the Development Departments under Government of Mizoram, headed by the Director under whom there are four Joint Directors. One of the Joint directors is posted at Lunglei to supervise the work of the Department in the Southern part of Mizoram. Of the two Joint Directors posted at Directorate, one is responsible for Biogas Development and the other for Administration.
The main works of the Directorate is classified into 8(eight) Divisions and further Sub-divided into section where appropriate.
For administrative convenience, the Department has established 8 (eight)A.H.& Vety. District Offices at Aizawl, Lunglei, Saiha, Serchhip, Champhai, Kolasib, Lawngtlai, Mamit, and 2(two) Sub-divisional A.H.& Vety Offices at Chawngte and Tlabung.
The Administrative Division in the Directorate is headed by Deputy Director (A) and supported by Superintendent. The entire establishment works related to appointment, transfer and posting, promotion, pension, leaves etc. are dealt by this division. Besides these, maintenance of office, maintenance of Vehicles and other departmental properties, purchase of stationery articles etc.,
are the responsibilities of this division. Almost all the works under this division are clerical in nature.
Livestock and Poultry Development:
The Division deals with all works relating to Livestock and Poultry Development including Livestock and Poultry products and marketing. It consist of the following four sections and each section is look after by one officer of Deputy Director rank.
1. Cattle Development section
2, Piggery Development section.
3. Poultry Development section.
4. Other Livestock Development Section.
(Mithun, Goat, Sheep and Rabbit) supervised by Deputy Director (Rinderpest Eradication)
The works under Cattle Development sections includes dairy cattle rearing, local hill cattle rearing, Buffalo rearing under Government farms as well as Private sector. The subject includes Artificial Insemination, Bull rearing, Subsidy distribution of Dairy Cattle Grant-in-Aid for local hill cattle and reports of the Cattle Breeding Farms belonging to this Department.
The remaining sections include Pig rearing, Poultry rearing, Mithun rearing, Goat rearing, Sheep rearing and Rabbit rearing. The subject also includes Meat Production, Egg Production under Government farms as well as private Sectors and reports of Piggery Farms, Mithun Farms, Poultry Farms, Goat Farms and Rabbit Farms.
Vety. Information, Extension, Research & Training:
This Division is headed by Deputy Director(Extension)and supported by Senior Veterinary Officer and two Extension Officers. And the Division has three sections:
1. Information and Extension
2. Research and Training
3. Library and Records.
The main works of this Division is transfer of technologies from Laboratory to farmers’doorsteps by collection information of new techniques and methods from findings of research to the local farmers through seminar, workshop and training conducted by field officers. And to collect the progress of various divisions and subordinate offices and inform to the staff as well as to the public through the local information media, magazines and leaflets etc. To organize Livestock shows and participating in such programmed organized by other parties in the state and in other state of the country to conduct farmers training, training of staff and officers and to maintain library and departmental records.
PLANNING AND MONITORING:
This Division is headed by Deputy Director (Planning) and Sub-divided into the
following sections :-
1. Planning & Monitoring Section
2. Engineering Section
3. Statistical Section
4. Account Section.
The Planning and Monitoring Section is directly handled by Deputy Director (planning), Sub-Div Officer(Er), an Deputy Director (LS), Deputy Director (Account) handle the remaining four section respectively under the supervision of Deputy Director (Planning).
The Statistical section put on records all relevant data's and information of the Department from various divisions and subordinates. Sample survey is done every year for estimation of annual production of milk, eggs and meats. Livestock Census is also conducted every five years interval within the State. Based on the data stored in this section, the Planning section prepared plans and schemes of Annual Plan/Five Year Plans etc. to be implemented under the state as well as Centrally Sponsored Schemes. This section monitors all the plans and schemes implemented by the Department at various Farms/Districts/Sub-Divisions. The Engineer Section prepares Plan and Estimate for the works for be executed departmentally and supervise any works undertaken by the Department. This section is also prepare bill for all such works after completion. The Account Section is responsible for all the Plans and Non-Plan Funds of the Department, Issues of L.O.C., Recording of expenditure etc. are the major work of this section under supervision by Deputy Director(Account).
Animal Disease Surveillance, Control and Treatment Division:
This Division is Sub-divided into four sections as:
1. Disease Investigation Section.
2. Rinderpest Eradication Section.
3. Epidemiological Section.
4. Store Section.
The Disease Investigation Section is headed by Deputy Director (Disease Investigation ). And two supporting Officers, such as Veterinary Officer(Disease Investigation)
The two supporting officers are fully engaged in Laboratory where samples collected from the Fields, Farms, Hospital,
Dispensaries and R.A.H. Centres are analyzed in order to identify the infecting agents, and diagnose of the Disease.
The Rinderpest Eradication section is headed by Deputy Director (Rinderpest Eradication). Most of the works are done in the filed by Field Officers under the supervision of . The Deputy Director (RE),report and returns from the Field Officers are examined and supplied in this section and send to the Central Government for further necessary action.
The Epidemiological Section is headed by Deputy Director (Epidemiology). The reports and return from the Field Officers are examined carefully and compiled for further submission to the Government of India.
Feed and Fodder Development:
This division is headed by an Deputy Director (Feed & Fodder Dev.) supported by VO(F&FD).There are two more posts of Technical Assistant and Laboratory Technician, which are lower level posts. The main works under this division are purchase and issue of Animal feeds for Departmental Livestock Farms ,supervision of Fodder Farms with cultivation of Fodder grasses, compiling of the reports of the fodder farms and maintenance of Feed Analytical laboratory. Besides these normal works, this division looks after the Animal Feed Plant Project.
Central Government, Ministry of Non-Conventional Energy Sources(MNES)entrusted the work of Biogas Development to AH & Vety. Department under whom many Biogas Plants have been established. Best performance for Biogas Plant establishments in hilly regions within the country during 1993-1994, 1994- 1995 and 2000-2001 had been awarded to the Department by the Ministry of Non-Conventional Energy Sources, Govt. of India. The Division is headed by the Joint Director (Biogas) and supported by Junior Engineer and other technical and Ministerial staff.
Aizawl District: Under the establishment of District A.H.& Vety.Office, Aizawl, there is 1 Vety Polyclinic Hospital, 7 Vety. Dispensaries and 31 Rural Animal Health Centres. The establishment is responsible for all the Departmental activities within its area of jurisdiction.
Lunglei District: Under the establishment of District A.H.& Vety.Office, Lunglei there is 1 Vety.Hospital, 5 Vety. Dispensaries, one Surveillance Check Post, and 20 R.A.H. Centres. In addition, the district establishment maintains Cattle Breeding Farm, Piggery Farms, Poultry Farm and Zovawk Farm,Calf Rearing Farm and Fodder Farms. All other Department activities within its area of jurisdiction are taken up by the District AH & Vety Office.
Saiha District: Under the establishment of District A.H.& Vety Office, Saiha there is 1 Vety. Hospital, 3 Vety Dispensaries, 7 R.A.H. Centres and 1 Surveillance Check Post. In addition, one Cattle Breeding Farm is under the direct control of the District Officer. All other departmental activities within the area of jurisdiction are taken up by the District AH & Vety Office.
Kolasib District: Under the establishment of District A.H.& Vety. Office, Kolosib there is 1 Vety Hospital, 4 Vety Dispensaries, one Surveillance check Post, 8 R.A.H. Centres, 1 Piggery Farms, one Cattle Breeding Farm, 1 Poultry Farm. Besides these, all other Department activities within its area of jurisdiction are taken up by the District AH & Vety Office.
Champhai District: Under the establishment of District A.H.& Vety.Office Champhai, there is 1 Vety. Hospital, 7 Vety. Dispensaries, 3 Surveillance Check Post, 14 R.A.H.Centres and one each of Calf Rearing Farm, Poultry Farm. All other Departmental activities within its area of jurisdiction are taken up by the District AH & Vety Office.
Serchhip District: Under the establishment of District AH & Vety. Office Serchhip, there are 5 Vety.Dispensaries, 6 R.A.H.Centres and 1 Poultry Farm, 1 Goat farm Piggery farm, Fodder Seed Production Farm at Thenzawl. All other Departmental activities within its area of jurisdiction are taken up by the District AH & Vety Office.
Mamit District: Under the establishment of District A.H.& Vety. Office Mamit, there are 3 Vety. Dispensaries, 1 Surveillance Check Post, and 13 R.A.H. Centres, 1 Pig Breeding Farm(Non functional), and Poultry Farm( Non Functional). All other Departmental activities within its area of jurisdiction are taken up by the District AH & Vety Office.
Lawngtlai District: Under the establishment of District A.H.& Vety Office, Lawngtlai there are 5 Vety Dispensary and 4 R.A.H.Centres. All other Departmental activities within its area of jurisdiction are taken up by the District AH & Vety Office.
SUB DIVISIONAL ADMINISTRATION:
Under the establishment of Sub-Divisional A.H.& Vety Office, Chawngte, there are 2 R.A.H.Centres. All other Departmental activities within its area of jurisdiction are taken up by Sub-Divisional AH & Vety Office.
Under the establishment of Sub-Divisional A.H.& Vety.Office, Tlabung there are 1 Surveillance Office and 4 R.A.H. Centers. All other Departmental activities within its area of jurisdiction are are taken up by Sub-Divisional AH & Vety Office.
LIVESTOCK FARM COMPLEX:
ANIMAL HUSBANDRY FARM COMPLEX - MAMPUI: The Farm consists of Cattle Breeding Farm, Piggery Farms and Fodder Production Farms, and poultry farm.
ANIMAL HUSBANDRY FARM COMPLEX - SELESIH: The A.H.& Vety. Farm Complex, Selesih consist of , Calf Rearing Farm,Regional boar seman station,Pig mega seed farm,Poultry farm, Turkey Breeding Farm. The Farm was initially established for demonstration purpose. The Piggery is now slowly commercialized as desired by the Government, however Cattle Breeding Farm and Poultry Farm are still maintained for demonstration purpose. The Regional Boar Semen Station is one of the important component of the Farm and is the source of Pig Semen supply.
ZORAM POULTRY DEVELOPMENT FARM - TANHRIL: The Zoram Poultry Development Farm was established to supply the best breed of Layer and Broiler chicks to Farmers. The Farm consists of the Broiler Chicks section, Parental Stock section and Hatchery section, Hatchery chicks section. In addition, Liquid Nitrogen Plant was established at this Farm Complex due to convenience of Power Supply in the Farm and has also been entrusted to the Farm.
ANIMAL HUSBANDRY FARM - THENZAWL: The Farm was first established under NEC Scheme, and now has been taken up under the State Fund. The Farm Complex consist of- Piggery Farm, Crossbred Cattle Breeding Farm, Buffalo Farm, Fodder with seed production Farm, Silage and Hay making Project is also included.
